Background:

Winrock International is recruiting a

National Specialist:Geodetic
for anAsian DevelopmentBank(ADB)opportunity in Laos focused on Sustainable Agrifood systems.The projectwill contribute tofood security and nutrition improved, and agricultural value addition increased in a climate resilient and gender-responsive manner in Lao PDR. The project will work in the target value chains of bamboo, cassava, coffee, durian, and tea.This position will be a part-time consultancy.

Major Responsibilities:

Collect and assess existing data, andidentifythe requiredadditionaldata;

Prepare TOR and bidding document for topographic surveys include LIDAR contour mapping using drones and all station instruments and carry out bidding process for recruitment of sub-consultants;

Supervise the implementation sub-contract and check the product

Qualifications

Education:

Universitydegreeingeodeticengineering.

Experience:

At least 8 years’ experience in dealing with topographic survey aspects to be used in designing water resources and road structures, with specific reference to road strip plans and crosssectionsweir,irrigationand drainage structures.

She/he will lead inprocuringtopographic survey data to be used for detailed engineering design mapping, structure surveys, infrastructure strip plans, longsectionsand cross sections

. The main task will be to support the analysis of topography and slope for the system of high value crops, farm roads,landand water conservation.

The Engineer should be familiar with LiDAR surveys, use of rectified satellite imagery as the backdrop to survey information.

S/he will havedemonstratedabilityto work in a multidisciplinary team and willpossessexcellent communication (written and oral) skills.

Familiar with the requirements of the international developmentagencies requirementsin financial intermediary designed projects.

Experience working in LAO PDR preferred

Experience working with ADB preferred.

ExperienceworkinginASEAN countries–particularly inLao PDR,Vietnam, andCambodiaconsideredasanadvantage

Computer Skills: 

Proficiencyin using Microsoft Office software, including Word, Outlook, and PowerPoint. Advancedproficiencyin Excel is preferred.

Communication Skills: 

Strong written and verbal communication skills arerequired, including effective public speaking and the ability to communicate complex issues both verbally and in written form.

Language:Fluent in

English (written and spoken),Thaior Lao language skills (preferred)

Physical Demands:

This positionmay require regional travel
