Sr. Program Manager, Talent Development

📋 Description

• Design, lead, and evolve high-visibility talent development programs.
• Advise HRBPs and leaders on capability gaps and targeted development.
• Own program end-to-end: needs, design, facilitation, measurement.
• Define global learning content strategy via Twilio-wide Learning Council.
• Apply learning science and AI to develop solutions for global audiences.
• Lead external learning ecosystem: select vendors, negotiate SOWs, ensure quality.

🎯 Requirements

• Bachelor's degree required; advanced degree or certs in HR/OD preferred.
• 10+ years in L&D, program design, and facilitation; 7+ years in digital learning.
• 2+ years applying AI in L&D and 4+ years in instructional design.
• Proven track record managing vendor partnerships and learning tech ecosystem.
• Strong learning analytics, dashboards, and KPIs to drive data decisions.
• Led cross-functional pilots from concept to scaled implementation.
