- Lead procurement processes per Winrock/DoS guidelines with value for money.
- Develop and maintain the annual Procurement Plan with ASSET team.
- Prepare RFQs/RFAs and document vendor selection.
- Evaluate offers and document vendor selection per procedures.
- Negotiate contracts and purchase orders; ensure terms and delivery.
- Maintain supplier database and supervise logistics.
🎯 Requirements
- Bachelor’s degree in Finance, Accounting, Economics, or Business Admin.
- 5+ years in procurement and finance for international donor projects.
- Experience with USG/DoS or other international donor programs preferred.
- Strong knowledge of procurement, contracts and bidding.
- Excel and accounting software proficiency.
- Fluency in English and Russian; Turkmen language a plus.
