Thispositionrequires a hands-on leader with deep experience in agile methodologies, software development, and modernization initiatives. anEffectualProject ManagerThe Project Managerwilldrive daily project execution, resolving obstacles that threaten timelines or deliverables. Be available during core customer hours, support in-person collaboration which is essential to ensure effective communication and teamwork.Lead agile ceremonies, including sprint planning, stand-ups, retrospectives, and backlog refinement, while coordinating with technical leads, business analysts, and stakeholders tomaintainalignment on scope, priorities, and dependencies.Oversee budgets, schedules, and resource allocation, adjusting plans as needed, and report project metrics, risks, and status to executive leadership.Also,mentor team members in agile practices and cloud transformation methodologies to ensure consistent delivery of high-quality outcomes.Monitor Agile metrics through tools such as Jira dashboards. Support continuous improvement of team processes and delivery practices. Yourexpertisewill be critical in driving both application development and successful cloud migration initiatives.
Essential Duties and Responsibilities
- Lead end-to-end delivery of cloud migration and software modernizationinitiatives
- Manage multi-disciplinary teams using SCRUM, Kanban, or hybrid agile methodologies to ensure iterative progress and delivery
- Develop andmaintaincomprehensive project plans, schedules, and budgets
- Identify, assess, and mitigate risks, resolving issues promptly tomaintainproject momentum
- Serve as primary point of contact for government clients, providing status updates, progress reports, and decision support
- Ensure compliance with federal security, IT, andPMstandards throughout the project lifecycle
- Facilitate change management processes to integrate new cloud platforms, applications, and workflows into existing environments
- Conduct lessons-learned sessions post-project and implement improvements for future initiatives
- Drive continuous improvement across projects and teams tooptimizeperformance and outcomes
- Identifyand remove blockers in collaboration with theScrum Masterstomaintainteam velocity
- Foster collaboration between team members, stakeholders, and leadership to ensure transparency and alignment
- Maintain Agile tracking systems to provideaccurate, actionable metrics for project performance
- Provideexpert guidance and support to project teams during theprojectlifecycle, ensuring adherence to project timelines and deliverables
- Foster strong relationships with stakeholders, actively engaging and communicating to ensure alignment and successful delivery of projects
Qualifications
- Minimum Education: Bachelor’s degree in relatedfieldAND
- Minimum Experience:10years of experience,with 3 years in client-facing roles delivering technical solutionsOR
- Substitution/Alternative to Minimum Education and Experience:Must have at least10years of on-the-job experience
- Available during customer working hours, as needed—both for scheduled and impromptu support
- Be able to work remotely but, be able to go on-site as requested and/or occasionally on-site in Washington DC
- Must be a US Citizen
- 10+ years of project management experience ingovernment orpublic sector environments
- Must-have certifications: PMP (Project Management Professional) orPgMP(Program Management Professional), and ScrumMaster (CSM or PSM)
- Strong background in agile methodologies such as SCRUM and Kanban, with proven ability to scale agile practices in government programs
- Demonstrated experience leading on-prem to cloud migration and software modernization efforts
- Proficiencyin project management tools such as Jira, MS Project, or equivalent
- Excellent stakeholder management, communication, and negotiation skills
- Experience with Agile tools such as Jira, Confluence, and other project tracking systems
- Familiarity with technical environments, including cloud migration projects (AWS preferred) and enterprise-level software stacks
- Experience with Agile techniques (User Stories including descriptions, acceptancecriteriaand story points, ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing)
- Youare able towork with distributed teams and handle multiple workstreams simultaneously
- Strong organizational, problem-solving, and conflict resolution skills
- Quick-learner andoperatingwith minimum supervision in a changing environment
- Experienced in drafting comprehensive documents usingMicrosoft Office suite
- Strong analytical and problem-solving abilities to translate requirements into technical specifications
- Hardworking and self-motivated, with the ability to work in team and individual settings
- Detail-oriented and able to stand behind the quality of the work
- Able to properly understand and communicate level of effort, define due dates, and meet deadlines
- Ability to work Eastern Standard Time Zone schedule
Nice-to-Have Skills and Experience
- Active Clearance or Public Trust (DOJ Preferred)
- PMI andAWS Certifications (e.g.,PMI-ACP, AWS Certified Solutions Architect)
- Experience in budget planning and financial forecasting for multi-million-dollar projects
- Technical understanding of software architecture and integration for modernization initiatives
- Exposure to hybrid cloud environments and multi-cloud deployments
- Familiarity with performance metrics, KPIs, and reporting for executive leadership
- Experiencein leading Agile transformation initiatives within large, complex organizations
- Knowledge of CI/CD pipelines, automated testing frameworks, andDevSecOpspractices
- Stay updated with emerging AWS cloud technologies, public sector regulations, industry trends, and best practices related to application migrations
