We are looking for a proactive, highly knowledgeable, and experienced Compliance Monitoring Manager to join our growing team in Malta. This role is designed for a professional with a deep understanding of compliance regulations and strong practical experience within EU regulatory frameworks.

The successful candidate will be responsible for managing and continuously enhancing the Compliance Monitoring Programme, overseeing quality assurance of monitoring activities, and ensuring that internal policies, procedures, and controls operate effectively and in line with all applicable regulatory requirements. You will also support broader regulatory compliance activities, including licensing obligations, consumer protection, operational resilience, financial crime prevention, and data protection.

You will work closely with the Compliance Officer and senior stakeholders to ensure the business operates in line with applicable regulatory requirements, while identifying areas for improvement and driving continuous enhancement of the compliance program

Responsibilities

  • Compliance Monitoring & Assurance
  • Lead the end-to-end Compliance Monitoring Programme, ensuring it is risk-based, methodologically sound, and aligned with regulatory expectations (MFSA, FIAU, EBA, FATF).
  • Design, plan, and execute monitoring reviews, including thematic reviews, control testing, process walkthroughs, transaction testing, sampling, and deep-dive investigations.
  • Develop detailed testing methodologies, including test scripts, sampling frameworks, control matrices, and documentation standards.
  • Identify and assess control deficiencies, root causes, and regulatory breaches, providing clear and actionable recommendations.
  • Track, follow up, and validate remediation, ensuring corrective actions are fully implemented and effective.
  • Regularly review and enhance the Compliance Monitoring Framework, ensuring alignment with business growth, regulatory updates, and emerging risks.
  • Ensure all monitoring work is thoroughly documented, traceable, evidence-based, and stored in accordance with audit and regulatory standards.
  • Prepare high-quality monitoring reports and Management Information for senior management and governance committees.
  • Maintain a monitoring dashboard and audit-ready documentation for internal audit and regulatory inspections.
  • Support cross-functional assurance activities, ensuring alignment with risk management, internal audit, and operational teams.
  • Regulatory Compliance Support
  • Monitor and interpret regulatory developments at EU and national levels, particularly under MiCA, DORA, PSD2/PSD, EBA guidelines, MFSA Rulebooks, and FIAU Implementing Procedures.
  • Assess regulatory updates for business impact and support the implementation of new controls and policies.
  • Develop and maintain compliance policies, procedures, and internal control frameworks.
  • Support internal audits, regulatory examinations, and supervisory engagements.
  • Participate in risk assessments and contribute to the Compliance Risk Assessment.
  • Support continuous improvement of the compliance culture across the organization.
  • Requirements

  • Degree in Law, business or a related field.
  • Minimum 4 years of in-depth experience within a regulated entity in Malta (e.g., credit or financial institution, CASP, EMI, PI) as a Compliance Monitoring, Regulatory Compliance Manager, or similar role.
  • Solid, in-depth knowledge of EU regulatory frameworks, including financial services law, MiCA, DORA, PSD and digital finance regulations.
  • Proven experience in developing and implementing compliance programmes, control frameworks, and monitoring methodologies.
  • Strong interpersonal skills with the ability to work collaboratively across departments.
  • Excellent analytical, drafting, and presentation skills.
  • High ethical standards, sound judgment, and the ability to maintain independence while supporting business goals.
  • Experience with compliance tools (e.g., transaction monitoring, screening, risk scoring).
  • Industry certifications such as CAMS, ICA Diploma, or equivalent.
  • Knowledge of risk management.
