Our client is a government entity poised to experience rapid growth over the coming years. This position will play a key role in ensuring that all projects optimize benefits for the community and people.

Reporting to the Director of Planning and Capital Projects, the Manager of Development services will develop processes and review projects to ensure compliance with culture and values; required codes; bylaws; standards and best practices. The ideal candidate will have experience with development review processes, implementation and/or use of on-line permitting systems.

The Manager of Development Services requires strong communication skills both internally and externally, a technical knowledge base, and an understanding of the role and responsibility of the authority having jurisdiction in ensuring that new development is built to required standards and codes and is safe for all users. The incumbent will operate with a high level of tact, confidentiality, diplomacy, and integrity, and contribute to a positive and supportive team environment by always working efficiently and professionally.

Key responsibilities

  • Oversee, develop and manage the development review process for new development on Reserve lands including community buildings and structures, homes and those for economic development.
  • Develop and manage a process for ensuring that the culture and values are integral to all development on Reserve lands.
  • Manage consultants reviewing plans and building permit applications.
  • Manage consultants reviewing development impacts on our client's infrastructure.
  • Work closely with the Development Corporation during the development review process for any of their projects.
  • With support from the GIS Specialist, develop and implement an on-line permitting system utilizing our client's ESRI PLL system.
  • Build and maintain good working relationships with community members, Council and other staff/departments.
  • Ensure consistent communications with the community, by applying various communications tools and keeping them up to date.
  • Synthesizes and analyzes information and provides recommendations based on community engagement and professional experience.
  • Assist with the review and updating of policies and plans.
  • Contributes to implementation and ongoing evaluation of existing plans and processes.
  • Adheres to workplace health & safety policies, safe work practices and procedures.
  • Contributes cooperatively with our client's Planning and Capital Projects team.
  • Performs additional duties as required.
  • Education

  • A combination any one of the following educational backgrounds and relevant work experience will be considered, but not required: Degree in Civil Engineering, Degree in Urban and Regional Planning or equivalent, registered or eligible for membership with the Canadian Institute of Planners (MCIP).
  • An equivalent combination of education and experience will be considered.
  • As career progresses, incumbent will be required to successfully complete job-required, short-term upgrading, training, and courses relating to our client's policies, planning, or other areas of focus.
  • Experience

  • 5+ years of directly-related experience in the majority of specialties listed in job description or an equivalent of education and experience with similar activities or projects.
  • Recent, relevant, and significant experience in Development Review or related specialty.
  • Experience using on-line permitting systems, with experience with ESRI’s PLL system a plus.
  • While the following experience is a strong asset, it’s not required — what matters most is someone who cares and is eager to learn:
  • Experience working with First Nations communities or organizations, including political leadership.
  • Knowledge of First Nations in BC, particularly an understanding of our client’s history and planning priorities.
  • Experience supporting traditional ceremonies and cultural practices.
  • Above all, a genuine interest in learning and engaging respectfully is highly valued.

  • Hiring Requirements

  • Must be fluent in English, (knowledge of Squamish Language an asset)
  • Verifiable school records, if applicable, through our third-party provider.
  • Must provide three (3) business references. Valid references must be a direct supervisor who is familiar with the applicant’s work.
  • Must have valid BC Driver’s License, Class 4 or 5. Class 7N may be considered.
  • Must have access to a reliable vehicle and current auto insurance that meets company policy.
  • Must successfully complete Criminal Records Check as per company policy.
  • Ability to work flexible hours; work on evenings and weekends as well travel to the greater Vancouver area and other locations will be required.
